Abstract:
A 1:100,000 polygon coverage representing government / public owned lands for Mono County and parts of Inyo County. This is an updated version of the original GOVLANDS regions coverage, as developed by the USBR. This version is a seamless depiction of ownership, and includes updated ownership boundaries from various sources, as well as ownership information extracted from the GOVTOWNA ownership coverage as developed by the former Teale Data Center. THIS IS AN INTERIM VERSION, AND IS SUBJECT TO REVIEW AND UPDATE BY SOURCE AGENCIES/GROUPS. IT IS INTENDED TO PROVIDE GENERAL OWNERSHIP INFORMATION FOR CONSERVATION AND PLANNING PURPOSES, AND NOT FOR PARCEL OR PROPERTY MAPPING.
Purpose:
This coverage is intended for conservation planning and general use by government and the public. It was funded by the California Resources Agency's LEGACY project.

Attribute values were maintained as much as possible from source datasets. General categorization into local/state/federal/other was based on the level of the ownership agency. Date values were filled out wherever this information existed. Coded valued were maintained where possible according to the original Teale system; source and accuracy codes were developed to accomodate the various sources. Feature attribute table values were queried to ensure that all features possess only one set of attributes, and to ensure that each feature's general categorization and ownercode were consistent with the overall scheme. The world polygon does not possess any attributes.
Logical_Consistency_Report:
This dataset is representative of government-owned (FEE simple) lands in California and is composed from several geo-spatial coverages provided by various sources. This final coverage was produced with ArcGIS v.8.x., and is a topologically sound polygon coverage.
Completeness_Report:
Currently this coverage incorporates source data from major local, state and federal government agencies, as well as various other non-profit or private groups. It is understood to be a work in progress, and in its INTERIM form is to be used internally to elicit data and review from source agencies.

Ownership boundaries were received from the US Forest Service for the Rogue River and Siskiyou National Forest. These forest were not originally included as they span the California/Oregon border.

Primary source data was received from the US Bureau of Reclamation as an ESRI regions coverage, with each subclass depicting ownership information for a different state or federal agency. These subclasses were combined in a methodical manner in order to create a seamless, state-wide coverage. Any conflicting areas were flagged, with the area being awarded arbitrarily to on of the agencies. 'Sliver' overlaps were resolved manually, with the BLM Public Land Survey used as a reference where possible. The Bureau of Land Management provided the state boundary layer. All features were resolved against this boundary; areas between ownership features were labelled as 'unclassified'.

Attribute information was adjusted for closed military bases / installations. These areas were attributed as owned by the Local Reuse Authority, which oversees the transfer of military lands to public/private use. Detailed ownership information should be updated as it becomes known.

Updated ownership information for lands within the Santa Monica Mountains NRA was obtained from the National Park Service. The original shapefile was converted to coverage format, and projected from UTM to California Albers projection. Private ownership boundaries within the park were not included. New ownership boundaries were added, and each poly was checked for topological integrity and label errors. The existing coastline was used for any coastal NPS areas. Data for protected lands OUTSIDE of the NRA were then added. In some cases these boundaries replaced those already present in the Public and Conservation Lands coverage.
